The author's original book version of this catalogue is out of print.   It was published by the International Philippine Philatelic Society in June 1993 with a revision in 1996.   Reprints are available from Don G. Reuter of The 1871 Shop, P.O. ORIGINAL 1993 INTRODUCTION

This Warren update is two-fold. One, we now have additional information to supplement Warren's original research. Two, both demand and inflation have overtaken Warren's 1968 pricing guide. This update covers only the American and Japanese dominions spanning the governments from 1898 to 1946. Others have recently updated the Spanish period. The republic period will require more research. This update combines Warren's work that the APS and our society published between 1967 and 1983. A special new feature adds a listing for Philippine domestically exported tobacco stamps. The latter spans the years 1909 to the late 1930s.

The listings are primarily those of Doug Lehmann and the pricing by Donn Lueck. However, we both are indebted to many other collectors and dealers who have helped. Special thanks go to dealer-member Eric Jackson and revenuer Don Duston.

We have retained the basic Warren numbering system in this update. However, there are changes made. Essentially, these changes add or delete but do not change the original numbers. All Warren numbers that are new or changed have a "*" prefix or suffix. Warren described his 1968-69 work as both a handbook and catalog. This is a catalog, so the specialist will still want to refer to Warren's original works for additional research.

The first change concerns the sequence. Warren based his sequence on the base stamp which originally followed the American inherited Spanish system. We base our sequence on the stamp's use. Most of the early issues either were Documentary or Internal Revenue. The first five sections here start with Internal Revenue followed by Documentary stamps. (Some collectors may comment that certain Internal Revenue uses resemble Documentary and the authors agree.) Sub-sections always list provisional issues first followed by the regular issues. The final seven sections, from Cattle to Tobacco, follow Warren's original sequence.

Warren mixes the uses of small and large letters to show varieties. For this listing, small letters generally denote color and control number differences. Large letters show major design differences to include later discovered issues. The letter "P" is used after the number for all proofs and specimens. The letter "E" is for either an essay or an embossed variety. The "F" for fake is no longer used as is the large "L," "R," and "D" standing for left, right, and double. Instead, we simply list the varieties in narrative form. The authors have added all newly discovered varieties but just refrain from giving them exotic numbers. For example, Warren has a 1930 Internal Revenue variety listed as "W-629Dacrdli." We simple note that there is a variety of W-629 that has two duplicate pairs of control numbers with the first faint pair Type A and this copy having the heavy Type C numbers with the left C# doubled and the right C# inverted. In some cases, charts and identification keys are used to denote varieties.

Warren did not list a double number that was a "kiss." A kiss is some kind of flutter when either the paper or handstamp device moves slightly during a single motion of the person using the device to strike the stamp. The kiss produces a slight re-inking of all or part of the same number. A true double number is struck twice with two numbers or number types. We also decided not to list offsets. We encourage all members to send in reports of new varieties except for these double kiss numbers and offsets.

Quantities issued are repeated from Warren's research. Additionally, all quantities are added for the stamps printed in Washington. These generally give a clue about scarcity. However, the number of surviving stamps does not always correlate to the number printed. There is no way to correlate the quantity printed to the type control number applied. Most times, two or more control number machines with different types were used simultaneously.

Prices remain the most difficult aspect of this field and this listing. Many issues have survived in low quantities. Demand seems to be the more controlling factor in the pricing equation. Generally, prices are 5 to 10 times those originally listed by Warren. We make no distinction between mint or used copies. Prices are for sound examples. Yet, some examples are only known as half stamps. Mint stamps can be valued higher and used stamps with straight edges, cut designs, and imperfect overprints much lower. All documents with stamps command a premium. For many stamps, there is only one known example–these may be priced or left un-priced (??). Sometimes, we price varieties as a multiple of the basic listing using 2X, 4X, 8X, and so forth. Some prices may seem high, however, the number of collectors are rising, increasing demand. A few stamps priced by Warren as rare and a few priced inexpensively have, over time, reversed themselves in both supply and price. Our tobacco price listings are new and these prices may rise after this monograph is published [NOTE: they have risen substantially and the number known has more than tripled from those listed here.]. We think the prices here reflect the current market as of 1993.
