CHRISTMAS
TEST SEAL COVERS

April 1999/January 2000 Letter
Dear Christmas Seal Cover Collectors:
Last year, 1998, registered my 19th consecutive year of making test seal covers and ALA's 20th year of test seals. We still have no record of 1979 test seal covers and my 1980 covers sold out in 1981. Again, welcome to you who enjoy collecting this aspect of philately. Last year, I had an easy time preparing these covers. This year, things were back to normal-very difficult to get seals and get covers cancelled. The early first day date for the Wreath stamps did not help. It came out on October 15th giving me to mid-November to prepare and send. The good news is that because of these delays, I was insured of careful professional help in the hand canceling. A very busy family, hobby, and business time prevented me from publishing this letter earlier in the year. In fact, I started last April, stopped, and begun again in January. Helping this initiative was that I have retired from the Corps of Engineers at the start of this millennium.

1998 COVERS: This year I have five cover types totaling 172 covers. In addition to Santa Claus, Indiana, cancels include Christmas, MI (first day city), and Christiansted, Virgin Islands. I used both the red pictorial cancel (see above) as well as the 4-bar circle date stamp cancel from Santa Claus, IN. For the fourth year in a row, the ALA did not produce PCP sheets of the regular seal. No imperforate seals were available as well for either the regular or test issues. The Virgin Island Fund seal resumed after a 1-year hiatus-with the hint it will be the last. This letter includes an easy ordering price list with a complete price list and personal want list available upon request. The table summarizes both this year's ALA seals and my covers.
COMMENTARY: There are 7 ALA basic seal designs this year. There are 2 regular seals and 5 test seal designs. Counting gum, size, separations, paper, errors, and language there are at least 2-dozen varieties. Self-stick seals predominate this year but with plenty of lick-ems as well. The seals I used that had gum were 3 versions of the regular seals - 1 English text, 1 Spanish text and the Chanukah issue. Plus 2 tests seals were with gum - Christian and Winter Scene Watercolors. Both the regular Animal seals and Watercolor test come in two distinct sizes that I used on covers. There are reports of one additional test design called the Slim Jim. However, the seal collecting press has not seen it (naturally neither have I) and no covers are now known (if they exist). The regular Animal seal is also called the Decorating A Christmas Tree design. All 36 seals are different. The gift tags have no date and only the margins or the lighter shade of green on the 1997 test identify them apart. The border on the Animal seal plus the Christian and Chanukah seals are dark making any part of a cancel difficult to read. Why the ALA uses such dark colors is a mystery to me. The Animal seals are both regular (normal) and small (both height and width). The Watercolor test come is two very different sizes. My covers only use the smaller. The remaining test designs are the Farm Scenes, Village Scenes, and Wood Toys. I got the majority of my seals between Christmas and New Year's this year. You are allowed a 30-day grace with pictorial designs, so I had to skip Jerusalem, OH this year. The ALA sent me the normal mailing of two sheets in time for me to make the First Day Cover deadline for my predecessor covers. The test designs are the best in many a year and I am unable to pick a favorite or predict the winning design for 1999.

COVER TYPES: The following lists the five covers that I made this year. This listing uses my formal numbering system that is shown only as numbers 'A' to 'E' on the attached Easy Ordering Price List. NOTE: orders of $22.75 or more receive a 20% discount. Postage free within the United States. However, you may order using any listing you choose.
98-A - PREDECESSOR TRIM-A-TREE: This is my favorite cover made continually for 18 years (1981-98). The cover takes the winning test seal of the previous year and combines it with the regular seal of the current year. The result is the same seal design but with two different dates. Both seals are self-stick with die cut perforations. I use the Christmas, MI First Day Cancel (FDC) of October 15, 1998. The self-stick wreath postage adorns a Artmaster cachet envelope. Old timers will notice that I only missed using House of Farnam steel-die engraved cachets 2 of 18 years This year I just could not get the blank Farnam covers. However, I actually have all four Artmaster cachet envelope designs, one for each of the four postage stamp designs. I made 40 identical covers (10 of each stamp/cachet) at $3.45 each. Also have 10 more with an Artopage wreath cachet using gift tag seals at $2.95 each (no date on seals just color differences).
98-B - CLASSIC SINGLES: This cover has one single seal from each of the four 1998 national test seal sheets. The four panes each had four designs, so, one from each pane is used. These use the red rectangular Santa Claus, IN pictorial cancel. They have a tree Artopage cachet. I made 12 more using the 4-bar Santa Claus, IN black circular date stamp postmarked December 25, 1998 with Santa Artopage cachet. Both covers use the Christmas Wreath postage stamp and are $2.95 each.
98-C - SPANISH PLUS PLUS: This philatelic creation uses three different versions of the regular seal. First, it has the Spanish inscription (Feliz Navidad) seal. Then it has both the die cut self-stick seals with narrow and wide designs. The cover is postmarked on Christmas day at Santa Claus, IN. It uses their red pictorial rectangular cancel and the wreath postage stamp. I made 20 using the wreath Artopage cachet envelope ($2.95 each).
98-D - RELIGION: This cover has the regular Chanukah seal, second in an ALA series. It has a second test seal I call the Christian seal. It has a "Peace on Earth" slogan. I made 20 covers on Christmas day at Santa Claus, IN. It uses their red pictorial rectangular cancel and the Madonna Christmas postage stamp.
The envelope is an Artopage sleigh cachet (pictured above). I made 20 covers, each $2.95 each.
98-E - VIRGIN ISLAND: This cover has a single seal from the 11th Virgin Islands Children's Seal Fund, Incorporated sheet series. They skipped last year after 10 years and 10 designs and have begun again. Each seal has the word "CHRISTMAS 1998" inscribed on it. The seals show the island traditions of the VI people. The ALA does not distribute seal sheets in this possession. The Fund prints these 15-seal sheets in Denmark. All covers are postmarked Christiansted, (St. Croix) on Christmas Day using a black 4-bar circular date stamp. They use the self-stick wreath postage stamp with an Artopage candle cachet envelope ($3.95).

EASTER SEALS: I also sell tied Easter seal covers since no one else does. These I cancel in Nazareth, PA on Easter Sunday. The 1998 cover
has an April 12, 1998 black circular date stamp postmark. I use one of the flower stamps as postage and an Artopage Easter cachet. Covers have 2-3 Easter seals ($1.95).
I wish everyone peace, love, and laughter in 1999 (plus the tied cover you have always been looking for).
